Brief description on how you expect your character to start out: On Arcadia.
Character information: Kedron comes from my Winter Fire series, an original, sci-fi project that's been ongoing for more than half a decade now. In various incarnations. Details on the universe are here and here (contains spoilers).
In brief, the backdrop of the universe is that of a futuristic, space-faring society, composed of an alien race and the descendents of the survivors of the human race. Kedron's time is based about a millenia after his predecessors left Earth, and, of course, there has been enough mingling of blood with the conveniently biologically compatible alien race that most people aren't pure blooded any more. But Kedron's mostly human. For all intents and purposes, he is human.
The defining characteristic of this universe is the ability of its peoples to manipulate 'elemental energy', which is, really, the manipulation of matter in its various states (air, water, earth and fire correspond to gas, liquid, solids and plasma) as well as certain types of energy (electromagnetic, in Kedron's case). This manifests as the ability to draw pure energy from the surrounds, which, in your type fantasy manner, allows the users to toss levin bolts around, create fireballs, crack the earth, call up winds, and other funky stuff.
The other defining characteristic of this series is that the small group of planets in Known Space are, in Kedron's time, are ruled by a group called the Ionii Arcaniel, or Ioniels, for short. These are elemental users of the highest caliber, who have bounded with the elemental Spirits, beings possessed of great power in the elemental world. It doesn't make the Ioniels great leaders, or great politicians, or great managers, but it does make them great warlords, which is good for a nation at war. And the nation is at war.
History:
Kedron was born on Cadris Nesilv, a backwater planet that, although technically under Ioniel rule, remains persistently neutral and refuses to accept Ioniel leadership. The people of Cadris view the Ionium and its officers with great suspicion and fear. Unfortunately, no one with elemental user potential can afford to be left to wander around untrained, and the Ionium regularly screens its citizens for such potential around the age of 12. Kedron, aged 12, manifests his potential earlier and in greater quantity than the norm, something that may have been borne of a tough life on the streets as an orphan. Self-taught, he had little control over his unusually strong abilities.
Things came to a head when this was detected, and Ionium officers (the Carithwan) were sent to bring him back for training before he could do harm to himself and the people around him. Panicked, Kedron ran from them, killing one in the process, before an Ioniel was dispatched to stop him.
Eventually, he was brought back to the capital planet, Orias, and entered the Academy, where he learnt that the Ioniel wasn't the evil baby-eating society like he'd been told. The Ioniels weren't demons. Like he'd been told. And the Carithwan were the secret police, but they weren't that secret, and most of them spent more time fighting on the frontier against enemies than policing.
This Kedron stems from a time where he's just entered the Academy, at a time when the Ionium is under attack by a vicious enemy, and everyone harbours hopes that Kedron will be the Next Best Thing Since Sliced Bread. There's also another contender for that particular title, though, but at the time Kedron enters the Academy, the Ionium's former star has just failed the Ioniel selection test. Hopes have been shifted to Kedron, who alternates between being massively resentful of having been kidnapped and essentially forced to join this organisation that he cares nothing about, and being intrigued by the whole thing and wanting to out-do the system and jump to the top. He still doesn't have much control over his powers, and hasn't been trained to use them effectively.

Personality:
Kedron is rough at the edges, and has no respect for authority per se. He's tough, and a survivor, but he's also young, and inexperienced, and very much alone. He's naturally suspicious of everyone and everything, and looks out for himself first and foremost. However, a few months at the Academy have gently introduced him to the concept of friends, and maybe even family, and he's even more resentful at having lost and being plunked on yet another world (Arcadia) that he doesn't know before he's even had a chance to settle in on the first (Orias).
He hasn't had a formal education, and can't read or write very well, but he is street wise. That may not be very helpful, however, when these streets are nothing like the streets back home.
Appearance:
Kedron is dark haired and blue eyed, and stands at about 145cm (4 feet 8 inches). He's skinny (and short), from a life of malnutrition. When he wakes up on Arcadia, he's still dressed in the off-white Academy uniform, which is a standard high-collared tunic, fastened with a belt, and white pants with black piping. Academy standard requires short hair, and Kedron's hair tends to stand since he isn't overly concerned about appearances.
For convenience sake, let's just say that he looks like Teito from 07 Ghost. The following image was stolen and editted a little. The uniform doesn't have quite that much black, and is more like standard tunic + trousers military wear, but hey, it's the general idea that counts :D.

Abilities:
Kedron uses offensive elemental abilities. His defensive ones are not up to scratch, and at ...elementary (YAY BAD PUN) at best. He can toss levin bolts and fire balls around, and can concentrate those bolts into a single, sustained bolt like a sword, which, when waved around, can be quite potent. Unfortunately, his grasp over that isn't steady yet. He's also capable of blowing himself to bits by channeling too much power.
Beyond that, he has passing proficiency with firearms (he knows which end to point at the enemy and how to turn off the safety before pulling the trigger, anyway), and a few dirty street-fighting tricks up his sleeves. Customs took his knuckle dusters.
